🇮🇳 Central Government Schemes (PM Yojanas)

A central government scheme is one notified and funded by the Union Government — sanctioned by a central ministry, administered under a central budget line, and applicable across every Indian state and union territory without needing separate state legislation. In everyday language these are the schemes people call "PM Yojanas" — PM-Kisan, Ayushman Bharat PM-JAY, Pradhan Mantri Awas Yojana, PM Vishwakarma, PM Ujjwala, PM Mudra, Sukanya Samriddhi Yojana, Atal Pension Yojana — because most are announced by the Prime Minister's office and named after the flagship intervention. Central schemes sit under one of three funding patterns. Central Sector Schemes are fully funded by the Union (100% Union share) — PM-Kisan, Sukanya Samriddhi, and Atal Pension Yojana are classic examples. Centrally Sponsored Schemes (CSS) are funded in a mix ratio between Union and states — Ayushman Bharat is 60:40 Union:State in most states, 90:10 in the North-East and hill states; PMAY-U is 50:50 above a specific unit cost. The third pattern is Sector-Level Grants, where the Union transfers block funds to states for specific sectors and states run their own programmes within the sector — this is how much of the National Health Mission and Samagra Shiksha money reaches the ground.

Understanding which funding pattern applies to a specific scheme is genuinely useful because it changes who to call when something goes wrong. For a purely Union-funded scheme like PM-Kisan, the central helpline (155261) can actually escalate a case at the district level. For a CSS like Ayushman Bharat, the state's own PM-JAY nodal officer is often the more effective escalation because they hold the delivery-side budget.
