PM SHRI Schools — the full name is Pradhan Mantri Schools for Rising India — is a centrally sponsored scheme announced by the Ministry of Education in September 2022 with a specific promise: turn 14,500 existing government schools across India into full implementations of the National Education Policy 2020, complete with smart classrooms, digital libraries, science and computing labs, vocational-education pathways, career counselling, and a green-campus retrofit. The scheme runs from 2022-23 to 2026-27 with a total outlay of ₹27,360 crore, which works out to roughly ₹2 crore per school over five years. For parents whose child studies in a government school, and for teachers looking at the next five years of their institution, understanding PM SHRI is genuinely useful because it changes what a "government school" looks like — where it lands.

What PM SHRI actually does inside a school

The single most important thing to understand about PM SHRI is that it is not a scholarship, not a stipend, and not an application-driven scheme for families. There is no PM SHRI form a parent fills. Instead, PM SHRI is a scheme of school upgradation — the state government identifies existing schools that meet certain readiness criteria, and those schools receive central funding to upgrade in five specific ways:

1. NEP 2020 implementation. The National Education Policy's 5+3+3+4 curriculum structure, foundational literacy and numeracy (FLN) programme, competency-based learning framework, and mother-tongue instruction in early grades are actively implemented — not just on paper. Teachers receive NEP-specific training. Assessments shift from rote-recall to competency-based.

2. Smart classrooms and digital labs. Interactive digital boards, laptops or tablets for students, high-speed internet, and access to DIKSHA and other central digital platforms. Not one lab in the whole school — every classroom becomes a smart classroom over time.

3. Career counselling and vocational education. From Class 6 onwards, students receive structured career guidance. Vocational subjects (from agriculture to coding to hospitality) are integrated into the school timetable, not treated as after-school add-ons. This is a specific NEP push that many state boards have found hard to fund on their own.

4. Green campus retrofit. Rainwater harvesting, solar panels, kitchen gardens, waste segregation, and green building material for any new construction. PM SHRI money can be used to convert a legacy government school building into an environmentally efficient campus.

5. Experiential learning infrastructure. Science labs upgraded to work with hands-on kits (Atal Tinkering Labs where feasible), maths labs, art rooms, sports facilities, and library modernization.

How schools get selected — the block-and-cluster rule

State Education Departments run the selection. The scheme mandates that at least one PM SHRI school per block should be selected (each Indian state is divided into administrative blocks; there are roughly 6,500-7,000 blocks countrywide). Selection criteria include existing infrastructure baseline, teacher strength, geographic spread within the block, and the school's willingness to sign a five-year Memorandum of Understanding committing to NEP implementation targets.

Selected schools appear on the official portal at pmshrischools.education.gov.in, where parents can check whether any specific school is a PM SHRI school. If your child's school is on the list, you do not need to "apply" — the upgradation happens automatically over the five-year window.

What parents can do

For parents whose child is not currently in a PM SHRI school, the practical options are:

- If a PM SHRI school exists in your block and admission is open, apply through the regular RTE / state admission process. PM SHRI schools follow the same admission rules as any government school — no fee, no capitation.

- If your child's current school is not PM SHRI, the school can still be selected in future rounds. The state governments continue to select PM SHRI schools across the scheme window; a school that meets the criteria in 2026 can be added to the network. Parents and teachers can approach the District Education Officer to nominate the school.

- Track the school's actual PM SHRI implementation. Being on the list is not the same as receiving all upgrades. Parents in a PM SHRI school should attend the PTA meetings and follow up on which of the five components have actually been delivered. The scheme's own monitoring dashboard shows disbursements school by school.

Where PM SHRI fits alongside other education schemes

PM SHRI is complementary to — not a replacement for — other central education schemes. Samagra Shiksha (₹37,500 crore annual central + state budget) still funds day-to-day school running, teacher salaries in RTE component, mid-day meal preparation (now PM POSHAN), and infrastructure grants across all government schools. PM POSHAN provides the daily hot cooked meal. Central scholarships like Pre-Matric SC/ST scholarship, NMMSS (National Means-cum-Merit Scholarship) and the Rashtriya Indian Military College entrance still work independently, and PM SHRI students remain eligible for all of them.

PM SHRI is best understood as the quality-upgrade layer on top of an existing government school — the funding that lets a well-functioning government school reach the NEP 2020 target state instead of remaining at 1990s-era infrastructure.
