What is Meghalaya FOCUS Urban Scheme?
Meghalaya's FOCUS (Focusing on Outcomes for Comprehensive Urban Schemes) is the state government's integrated urban development programme targeting municipal towns and urban local bodies (ULBs) in Meghalaya. FOCUS consolidates multiple urban development interventions — affordable housing (PMAY-Urban convergence), urban road improvement, solid waste management, drainage systems, public markets, street lighting, and urban livelihood support — into a single, outcome-based programme. Shillong (Meghalaya's capital), Tura (Garo Hills), Jowai (Jaintia Hills), and other municipal towns are primary beneficiaries. FOCUS ensures that urban tribal communities receive the same quality of infrastructure as non-tribal urban areas, with particular attention to urban slum rehabilitation and market infrastructure for tribal vendors.
Under this scheme, eligible beneficiaries receive Urban infrastructure — roads, drainage, solid waste management, markets, lighting, and PMAY housing — for residents of Meghalaya's municipal towns under FOCUS. The scheme was launched in 2018 and is implemented by the Government of Meghalaya.
