What is Arunachal OTS Farmer Debt Waiver?
The Arunachal Pradesh One Time Settlement (OTS) Scheme provides relief to small and marginal farmers burdened by agricultural loans from cooperative banks and state-run financial institutions. Under OTS, eligible farmers can settle overdue principal and interest amounts at a waived or reduced rate, with the state government absorbing a portion of the outstanding dues. The scheme targets APST tribal farmers who took crop loans, term loans for horticulture or animal husbandry, or minor irrigation loans that became non-performing assets (NPAs). Farmers with dues up to ₹1 lakh receive full principal waiver; those with higher dues receive partial settlement. PRC (Permanent Residence Certificate) and APST certificate are mandatory. The scheme runs through district-level Agriculture Cooperative Banks and the Arunachal Pradesh Cooperative Apex Bank (APCAB).
