About this infrastructure programme
The Border Area Development Programme (BADP) in Arunachal Pradesh is funded by the Union Ministry of Home Affairs and builds basic infrastructure and livelihoods in villages within 50 km of the international border with China and Myanmar. Nine districts qualify: Tawang, West Kameng, East Kameng, Upper Subansiri, Dibang Valley, Lohit, Anjaw, Changlang and Tirap. Works covered include road construction and upgrading, solar micro-grids, drinking water schemes, primary school buildings, health sub-centres and skill development centres, plus individual livelihood grants for APST tribal entrepreneurs. Two distinct routes exist: community works are proposed by the gram panchayat or Gaon Bura council and cleared by the district BADP committee, while individual livelihood grants are applied for directly by APST youth aged 18-40 with a business plan. Both go through the District Development Commissioner office.

पात्रता:
बॉर्डर जिले का PRC धारक, गांव सीमा से 50 किमी के भीतर, APST श्रेणी को प्राथमिकता।
अर्ज कसा करावा:
DDC / BDO कार्यालय → BADP फॉर्म → गांव बुरा/पंचायत अनुशंसा → PRC + APST + आधार → जमा → DDC समिति स्वीकृति → कार्य/अनुदान।

Eligible applicants & bodies
- ✓ Permanent resident of a border district of Arunachal Pradesh — PRC mandatory
- ✓ The village must lie within 50 km of the international border with China or Myanmar
- ✓ Eligible districts: Tawang, West Kameng, East Kameng, Upper Subansiri, Dibang Valley, Lohit, Anjaw, Changlang, Tirap
- ✓ APST (Arunachal Pradesh Scheduled Tribe) families get priority for skill training and livelihood grants
- ✓ Community works must be proposed by the gram panchayat or Gaon Bura council and submitted to the DDC office
- ✓ Individual livelihood grants: APST tribal youth entrepreneurs aged 18-40
Documents required
Application process
- 1Visit the District Development Commissioner (DDC) office or the nearest BDO office
- 2Collect the BADP application form — community infrastructure and individual livelihood use separate forms
- 3For community works, obtain the recommendation letter from the gram panchayat or Gaon Bura council
- 4Fill the form and attach PRC, APST certificate, Aadhaar and residence proof
- 5Submit at the DDC office and keep the acknowledgement receipt
- 6Work or grant release begins once the district-level BADP committee approves it
