What is Assam Mission Basundhara?
Mission Basundhara is Assam government's flagship land rights scheme launched by CM Himanta Biswa Sarma to issue land documents (patta/deed) to residents who have been residing on government land for years but do not have legal ownership documents. The scheme regularises settlement of genuine poor/landless families on government land. Phase 1 (2021): 2 lakh families received land patta. Phase 2 (2022-23): additional 1.5 lakh. Phase 3 ongoing. Land patta empowers families to access bank loans, government schemes (PMAY housing), and other welfare programmes. Apply at revenue circle office or land.assam.gov.in.

Match your own situation against these sample Assam Mission Basundhara applicants:
Landless family that has lived on government khas land for about 15 years with a ration card and voter ID at the same address, no patta anywhere
Eligible — They meet the 10-plus years of occupation, are Assam residents, have no other patta and the plot is ordinary settleable land, so the settlement can be regularised.
Household occupying land inside a reserved forest area for two decades
Not eligible — Land in reserved forest, eco-sensitive zones and riverbeds is excluded from settlement, so a patta cannot be issued there however long the stay.
Family on government land for 12 years that already owns a separate registered patta plot elsewhere in Assam
Not eligible — The scheme is for those without any pucca ownership document, and an existing patta elsewhere makes the family ineligible.
Every case differs — confirm your eligibility on the official portal first.
Common Mistakes — Why Assam Mission Basundhara Applications Get Rejected
- ✗Failing to produce documents that prove 10-plus years of continuous occupation, so the field inspection cannot confirm tenure.
- ✗Applying for land that falls in a reserved forest, grazing reserve, eco-sensitive zone or riverbed, which is non-settleable.
- ✗Address mismatches between Aadhaar, voter ID and utility bills, which break the residence-proof verification.
- ✗Skipping the Circle Officer field inspection or being unavailable for it, which stalls issue of the patta.
Insider Tips for Assam Mission Basundhara

- →Apply at your Revenue Circle Office or land.assam.gov.in during the active phase rather than waiting for the window to close.
- →Be present and cooperative during the Circle Officer's field inspection, since it is the key verification step.
- →Once the patta is issued, keep the registered deed safe — it unlocks PMAY housing, bank loans and other welfare schemes.
