What is J&K Back to Village Programme?
J&K 'Back to Village' (B2V) Programme is Jammu & Kashmir's innovative governance initiative where senior government officers (BDOs, District Officers) camp at village panchayat level for 2-3 days — meeting citizens directly, registering grievances on spot, enrolling beneficiaries for all government schemes, and building Jan Aushadhi stores, anganwadis, and public infrastructure. Under B2V, villagers can apply for: Ration cards, Domicile certificates, Disability certificates, J&K SEHAT Golden Card enrollment, JKRLM SHG registration, PMAY housing, PM-KISAN, Scholarship applications — all in their own village without going to district headquarters. Now in Phase 5 (2026), B2V has covered 4,290 panchayats in J&K.
Under this scheme, eligible beneficiaries receive In-village access to all J&K government schemes, certificates, and grievance redressal through senior officers. The scheme was launched in 2019 and is implemented by the Government of Jammu & Kashmir.
