What is Mahila Samman Savings Certificate?

Mahila Samman Savings Certificate (MSSC) is a special one-time savings scheme launched by the Government of India exclusively for women and girls, announced in Union Budget 2023-24 and available for investment from 1 April 2023. The scheme offered an interest rate of 7.5% per annum (compounded quarterly) — the highest risk-free interest rate available to Indian women outside of Sukanya Samriddhi Yojana. Maximum investment: ₹2 lakh. Tenure: 2 years from the date of deposit. Partial withdrawal: 40% of eligible balance allowed after 1 year. The deposit window was open from April 2023 to March 2025 — certificates purchased during this period continue to earn interest until maturity (2-year tenor from deposit date, so last maturity by March 2027). Available at all India Post offices and select banks (SBI, Bank of Baroda, Bank of India, Canara Bank, Union Bank, Central Bank, HDFC Bank, ICICI Bank, IDBI Bank, PNB). Who is Eligible for Mahila Samman Savings Certificate?

  • Only WOMEN and GIRLS are eligible — the account must be in a woman's/girl's name
  • Guardian (male or female) can open MSSC account for a MINOR GIRL
  • Any woman of any age — no minimum or maximum age restriction
  • Indian residents only — NRIs are not eligible
  • Multiple accounts allowed: A woman can open multiple MSSC accounts, but total investment across ALL accounts cannot exceed ₹2 lakh
  • INVESTMENT WINDOW NOTE: New MSSC accounts could only be opened from 1 April 2023 to 31 March 2025. After March 2025, the scheme is closed for NEW deposits. Existing accounts continue to earn interest until maturity.

How to Apply for Mahila Samman Savings Certificate Online?

  1. 1NOTE: The MSSC deposit window (April 2023 – March 2025) is CLOSED for new accounts as of April 2025. Information below is for existing account holders.
  2. 2TO CHECK YOUR MATURITY DATE: Your certificate matures exactly 24 months from account opening date. Example: Opened on 15 June 2023 → Matures on 15 June 2025.
  3. 3TO WITHDRAW AT MATURITY: Visit your Post Office/Bank with original MSSC passbook/certificate + Aadhaar + withdrawal form → Funds credited to your savings account within 5 working days.
  4. 4FOR 40% PARTIAL WITHDRAWAL (after 1 year): Submit Part-Withdrawal Form at your Post Office/bank → Maximum 40% of eligible balance is released → Remaining 60% continues earning 7.5% till maturity.
  5. 5FOR PREMATURE CLOSURE (before 1 year): Only in case of death of account holder or extreme compassionate grounds. Interest paid at reduced rate (5.5% instead of 7.5%).
  6. 6FOR PREMATURE CLOSURE (after 1 year, before maturity): Allowed on application to Postmaster. Interest paid at 2% less (5.5% p.a.) than contracted rate.
  7. 7DEATH CLAIM: Nominee can claim full balance + accrued interest at Post Office/bank with death certificate, legal heir/nominee ID, original passbook/certificate.
  8. 8ACCOUNT TRANSFER: MSSC can be transferred from one Post Office to another — submit transfer request at your current branch.
