What is LAHDC Border Area Development?
The LAHDC Border Area Development Scheme (BADS) provides targeted infrastructure development and employment support to villages situated within 50 km of the international border in Ladakh UT. The scheme funds construction of rural roads, community halls, water supply systems, and solar energy installations in border villages of Leh and Kargil districts. Under the employment component, local youth are engaged as paid workers in scheme construction activities, providing seasonal wage income. The scheme is funded by the Ministry of Home Affairs under the Border Area Development Programme (BADP) and implemented by LAHDC.
Under this scheme, eligible beneficiaries receive Infrastructure development (roads, water supply, solar) + paid employment for local youth in border villages. The scheme was launched in 2019 and is implemented by the Government of Ladakh.

Who is Eligible for LAHDC Border Area Development?
