About this infrastructure programme
Pradhan Mantri Development Initiative for Northeast Region (PM-DevINE) is a 100% central-funded scheme approved in October 2022 with Rs 6,600 crore outlay for 2022-23 to 2025-26. Implemented by the Ministry of Development of Northeast Region (DoNER), PM-DevINE supports infrastructure, social development, and livelihood projects across the 8 Northeast states: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura. Application process
- 1Individual citizens cannot apply — PM-DevINE funds are sanctioned to state governments and central agencies, not people.
- 2Eligible implementing agencies are the state governments of the 8 NE states or central PSUs/ministries.
- 3The implementing agency prepares a Detailed Project Report (DPR) for infrastructure, health, education, or livelihood projects.
- 4The DPR must include land acquisition status and statutory clearances such as environmental and forest approvals.
- 5Financial viability and outcome metrics are assessed before the Ministry of DoNER sanctions the project.
- 6Sanctioned projects get a 4-year completion timeline, with 70% on-ground progress needed before the next funding tranche.
