Most rejected Pradhan Mantri Fasal Bima claims fail on process, not on damage. The clock starts the moment your crop is hit, and the first 72 hours matter more than everything after.
About this scheme
PM Fasal Bima Yojana — Crop Insurance Scheme
✅ Crop loss compensation with premium as low as 1.5% to 5% of sum insured
Full Scheme Details →Enrolling in Pradhan Mantri Fasal Bima Yojana is the easy part — for a loanee farmer it often happens automatically at the bank. Getting paid when the crop is actually destroyed is where most farmers lose, and they usually lose on paperwork and timing rather than on whether the damage was real.
This is a chronology, not a scheme overview. If you need the eligibility rules and premium rates, read our PM Fasal Bima Yojana page first.
Hour 0 to 72: the only deadline that really bites
For localised calamities — hailstorm, landslide, inundation, cloudburst, or damage to a harvested crop lying in the field — you must intimate the loss within 72 hours. Not report it eventually. Within 72 hours of the event.
You can intimate through any of these, and doing more than one is sensible:
- The Crop Insurance app, or the national portal pmfby.gov.in
- The toll-free number 14447
- Your bank branch, if you are a loanee farmer
- The insurance company allotted to your district, or the local agriculture department office
What to record while intimating
Have these ready, because a vague intimation is treated as no intimation:
- Your policy or application number, and the insurance company name
- Survey number of the affected plot and the village name
- The crop sown and the affected area in hectares
- The date and nature of the event
- A docket or reference number for the intimation — ask for it and write it down
Day 3 to Day 10: the survey
After a valid intimation, a joint survey is arranged — usually the insurance company surveyor with the agriculture department and, where relevant, revenue staff. Be present. A survey conducted in your absence is still valid, but you lose the chance to point out the extent of the damage and to have your own plot correctly identified, which is a frequent source of dispute in fragmented holdings.
Ask the surveyor for the loss assessment percentage recorded and note the surveyor's name. If you disagree with the assessment, say so at the time and record it.
Widespread loss works differently, and you should not wait for it
Where a whole area is affected — deficient rainfall, a season-long dry spell, or a widespread yield shortfall — the claim is not individual. It is settled on area-based yield data: crop cutting experiments compare the actual yield of the notified insurance unit against its threshold yield, and every insured farmer in that unit gets the same percentage. There is no 72-hour intimation for this, and no individual survey.
The practical implication is important. If your loss might be individual, intimate within 72 hours anyway. It costs you nothing, and if the event later turns out to be treated as widespread, your area-based claim is unaffected. Farmers who assume "everyone's crop failed, so it will be automatic" and stay silent are the ones who end up with nothing when the loss is classified as localised.
Why claims get rejected, honestly
| Reason | How to prevent it |
|---|---|
| Intimation after 72 hours | Call 14447 the same day, even if you cannot supply full details yet |
| Sown crop differs from insured crop | If you change your sowing plan, inform the bank or insurer before the cut-off date for changes |
| Wrong survey number or area in the policy | Check the policy document at enrolment, not at claim time |
| Bank account or Aadhaar mismatch | Keep the account Aadhaar-seeded and active — claims are paid by DBT |
| Field cleared before survey | Leave the damage in place and photograph it until the survey happens |
| Loss not from an insured peril | Read the notified perils for your crop and district — wild animal damage, for instance, is generally excluded |
If the claim is rejected or the amount looks wrong
Escalate in order, and keep the docket number in every communication. Start with the insurance company's district office and the District Level Monitoring Committee, which exists precisely to resolve claim disputes. Above that sits the State Level Coordination Committee on Crop Insurance. The 14447 helpline can also log a grievance against a specific claim reference, and the pmfby.gov.in portal lets you track claim status yourself rather than relying on what you are told at the counter.
Questions farmers ask after a loss
Q: I am a loanee farmer. Am I automatically covered?
If you took a seasonal agricultural loan for a notified crop, the bank generally enrols you and deducts the premium. Do not assume — ask the branch for the policy details and confirm the crop and area recorded against your name are correct. Enrolment is voluntary for all farmers, so it is also possible to have opted out at some point without realising it.
Q: Is damage to a harvested crop covered?
Yes, within limits. Post-harvest losses are covered for a defined period after harvest for crops left to dry in the field in the prescribed manner, against specified perils such as unseasonal rain and cyclone. The 72-hour intimation applies here too, and this is one of the most commonly missed covers.
Q: How long does payment take?
Localised claims move faster than area-based ones, because area-based settlement waits for yield data from crop cutting experiments to be finalised and shared by the state. Delays are common at that step. Track status on pmfby.gov.in with your application number rather than waiting for someone to call you, and raise it with the District Level Monitoring Committee if the season's data has been notified and you still have not been paid.
Q: Can I claim if I sowed and the crop failed to germinate at all?
Prevented sowing and germination failure are addressed under the scheme where a notified insurance unit is affected by adverse weather, subject to the state notification for that season. It is handled at unit level rather than individually, so report the situation to the agriculture department and your bank, and check whether the state has notified the relevant provision for your district and crop.
