Of the four verticals in PMAY-U 2.0, the Interest Subsidy Scheme (ISS) is the one most urban families can actually use, because it does not depend on a builder, a state allotment or a waiting list. It attaches to a home loan you take yourself. It is also the one people misunderstand most, because the headline number is not a cheque.

The family

Take Meena and Rakesh, a couple in Nashik. Household income is about ₹4.5 lakh a year, which places them in the EWS/LIG band. They have no pucca house anywhere in India in the name of any family member. They are buying a small flat with a carpet area of 45 sq m and need a home loan of ₹18 lakh over 20 years. The house will be registered in Meena's name, which under PMAY-U rules is not sentiment but a requirement for EWS/LIG applicants: the dwelling must be in the name of a woman member of the household, unless there is no adult woman in the family.

What the subsidy actually pays

The ISS provides a subsidy on the first ₹8 lakh of the loan, for loans up to ₹25 lakh on a house valued up to ₹35 lakh. The interest subsidy is 4%, and the maximum benefit is ₹1.80 lakh per household, released in five yearly instalments.

Two things follow from that structure, and both matter:

  • The subsidy applies only to the first ₹8 lakh. Meena and Rakesh borrow ₹18 lakh, so the remaining ₹10 lakh runs at the bank's normal rate. Borrowing more does not increase the subsidy.
  • The money arrives over five years, not upfront. It is credited to the loan account, which reduces the outstanding principal — so the effect shows up as a shorter tenure or a smaller EMI, depending on how the bank applies it.

In their case, the ₹1.80 lakh credited into the loan account over five years, against an ₹18 lakh loan, works out to roughly a tenth of the borrowing being written off in present terms — and because it lands early in the schedule, when almost all of the EMI is interest, it removes considerably more than ₹1.80 lakh of eventual interest cost. Early principal reduction is worth far more than the same amount later.

How it gets to the bank

You do not apply for the subsidy separately, and this is the step where applications go wrong.

  1. Register on the PMAY-U 2.0 portal and complete the application with Aadhaar and income details for the household.
  2. Apply for the home loan at a Primary Lending Institution — a scheduled bank, housing finance company or cooperative bank participating in the scheme. Tell them at the outset that you are claiming ISS under PMAY-U 2.0.
  3. The lender files the subsidy claim with the Central Nodal Agency on your behalf. Your job is to make sure they have actually done it — ask for the claim reference and keep it.
  4. The subsidy is credited to your loan account in yearly instalments once approved, and your amortisation schedule is revised.
The mistake to avoid: taking the loan first and thinking about the subsidy later. Establish the PMAY-U claim with the lender at sanction stage. Retrofitting it onto a disbursed loan is difficult, and some lenders will simply decline to file it.

What disqualifies a household

  • Owning a pucca house anywhere in India, in the name of any family member — not just the applicant. This is the most common rejection reason and it is checked.
  • Having already taken central assistance under a housing scheme, including PMAY 1.0 or the earlier CLSS.
  • Household income above the band you are claiming under. Income is assessed at household level, so both spouses' earnings count.
  • Carpet area above the permitted limit for your category.

The definition of family here is husband, wife and unmarried children. An adult married son with his own household is assessed separately, which is worth knowing for joint families.

Questions that come up at the bank counter

Q: Does the house really have to be in the woman's name?

For EWS and LIG applicants, yes — the dwelling should be in the name of a woman member of the household, either solely or jointly. The exception is where the household has no adult female member. Co-ownership with the husband satisfies the condition, so it does not mean the husband must be left off the title.

Q: Can I use the subsidy to build on land I already own?

Yes. The ISS covers purchase as well as construction of a new house, provided you do not already own a pucca house and the loan and dwelling stay within the prescribed limits. Construction on an existing plot is a common and accepted use — the lender will typically release the loan in stages against construction progress.

Q: What happens if I prepay or transfer the loan?

Closing the loan before all five subsidy instalments are released generally means the remaining instalments are not paid, since the subsidy is tied to the live loan account. Balance transfers to another lender can also interrupt the claim. If you are within the five-year window, ask both lenders in writing how the pending instalments will be handled before you move the loan.

Q: My lender says they do not do PMAY. Is that possible?

Yes. Only Primary Lending Institutions registered under the scheme can file ISS claims. If yours is not one, either choose a participating bank or housing finance company, or accept that you will not get the subsidy on that loan. Ask before sanction, not after.
