Who can borrow or apply
- ✓ Holding a DNH & DD UT ration card of either the PHH or the AAY category

- ✓ Fresh card seekers need proof of DNH & DD domicile plus a family income within the eligibility threshold
- ✓ For AAY cards, tribal (ST) families of DNH are given priority
