Defence/Railway Housing — Defence & Railway Housing Schemes

India has a handful of specialist housing organisations that only serve their own employees or veterans — AWHO for the Army, AFNHB (Air Force Naval Housing Board, sometimes AFHB) for the Air Force and Navy, IRWO (Indian Railwaymen's Welfare Organisation) for Railway employees, and CGEWHO (Central Government Employees Welfare Housing Organisation) for central government employees more broadly. These are not open lotteries. They are members-only housing bodies that build in the metros and offer concessional-priced flats to their eligible community.

AWHO — the Army route

The Army Welfare Housing Organisation was set up in 1978 and is registered as a No-Profit-No-Loss society under the Societies Registration Act. AWHO builds and allots housing exclusively to serving and retired Army personnel, war widows, and (in specific projects) sister-service officers. AWHO has delivered over 30,000 flats across projects in Delhi NCR, Pune, Bangalore, Chennai, Hyderabad, Mohali, Lucknow, Bhopal, Jaipur and Kolkata.

Eligibility is strict: you must be a serving or retired Regular Army officer or JCO/OR, or a war widow. AWHO does not accept applications from non-Army applicants. The application is done through the AWHO online portal, and priority is given by rank, seniority and prior AWHO allotment history. AWHO flats are priced at a no-profit-no-loss basis — that is, the actual cost of construction plus the land cost, without a developer margin — which typically works out 20-30% below the private-market rate for equivalent size and location.

AFNHB — the Air Force and Navy equivalent

Air Force Naval Housing Board (sometimes rendered AFNHB or AFHB) is the parallel body for Air Force and Naval personnel. It runs on the same no-profit-no-loss model as AWHO. AFNHB projects sit in Bangalore, Hyderabad, Mohali, Pune, Chennai, Kochi and Delhi NCR. Eligibility is Air Force or Navy personnel and their families under specified criteria.

IRWO — the Railway path

Indian Railwaymen's Welfare Organisation provides housing exclusively to Railway employees (serving and retired), their spouses, and dependents. IRWO's active projects have been in Delhi, Chennai, Bhopal, Bangalore and Hyderabad. Like AWHO and AFNHB, IRWO operates on a no-profit-no-loss basis.

CGEWHO — the broadest central government route

Central Government Employees Welfare Housing Organisation was established in 1990 and is the most broadly eligible of the four — it accepts applications from any central government or public sector unit (PSU) employee, whether or not they belong to defence or railway services. CGEWHO has projects in over 15 cities including Delhi NCR (Greater Noida, Gurgaon), Mumbai (Kharghar), Bangalore, Chennai, Hyderabad, Ahmedabad, Bhubaneswar and Kolkata.

CGEWHO pricing is similarly concessional — the organisation collects the flat cost in stages during construction and does not charge a developer margin. Priority within each scheme is by seniority and by first-time buyer status.

What makes these schemes different from an open lottery

Two things. First, eligibility is a hard gate, not a preference — if you are not from the relevant service, you cannot apply. Second, the price is not the private-market rate — it is the cost basis, which is why these schemes are highly attractive to serving and retired personnel even in expensive metros.

The trade-off is possession timeline. AWHO, AFNHB, IRWO and CGEWHO projects are built by these organisations directly rather than delivered ready-to-move, and construction typically takes 3-5 years from booking. Applicants should factor in this timeline when comparing against a ready private-market flat.

The paperwork that gets in the way

Two documentation issues dominate reader questions:

Service certificate verification — AWHO/AFNHB/IRWO applications require the current service record or the pension records from the parent service. Retirees who lost the discharge certificate or PPO (Pension Payment Order) need to reissue it before applying, which is a 4-8 week process through the parent service HQ.

Payment schedule during construction — these organisations follow a stage-linked payment plan. Missing a construction-milestone payment triggers interest at the rate specified in the booking agreement. Members holding two or more properties should also note that AWHO and CGEWHO both have a one-property-per-family rule for concessional allotment; a second property triggers reversion to standard rates.

Where these fit in an eligible employee's housing options

If you are Army, Air Force, Navy, Railway or central government, the AWHO / AFNHB / IRWO / CGEWHO route is often the single cheapest formal-title housing option in an Indian metro. The 20-30% discount over private-market pricing more than compensates for the longer possession timeline, and the resale liquidity is strong because the completed flat sits inside a service-community complex.
