A Practical Guide to BDA
The Bangalore Development Authority — BDA — was formed in 1976 by absorbing the older City Improvement Trust Board, and has been Bengaluru's apex planning and site-allotment body ever since. In the last five decades BDA has developed dozens of residential layouts — from Jayanagar and JP Nagar in the 1970s to Banashankari, HSR Layout, Koramangala and Kengeri in the 1980s-90s, and more recently Arkavathy, Anjanapura, Sir M. Visvesvaraya Layout and Nadaprabhu Kempegowda Layout. BDA's role today is more layout-plot allotment than flat construction — and understanding how BDA differs from a builder is the first thing a Bengaluru buyer needs to sort out.
What BDA actually allots
A BDA scheme is a site allotment. When BDA finishes acquiring and developing a new layout — laying roads, water lines, sewerage, streetlights, parks — it releases the individual residential sites (30x40, 40x60, 50x80, 60x90 feet are the common sizes) through an online application process. Winners get an allotment letter at BDA's published rate, which is typically far below the private-market rate for equivalent sites in the same location. The buyer then constructs the house themselves within the timeline allowed under BDA rules.
BDA does not typically hand you a ready flat. The few BDA "flat" schemes historically — like the Banashankari 6th Stage BDA flats — were exceptions and have not been the main pattern for two decades.
The Nadaprabhu Kempegowda Layout situation
The single most talked-about BDA scheme of the last decade has been the Nadaprabhu Kempegowda Layout (NPKL), which was originally notified in 2010 to allot around 22,000 sites across sectors near Kengeri and Sulikere. The scheme received over 4 lakh applications, but the layout got tangled in prolonged land acquisition litigation — farmers whose land was being acquired went to court, and the Karnataka High Court and Supreme Court both stayed and unstayed various parts of the acquisition through the 2010s.
The result: many allottees who received allotment letters in 2016 have still not received physical possession, because the specific plots they were allotted are on land whose acquisition is disputed. Some allottees have been re-allotted to other sectors, some are still waiting. This is not a hypothetical risk — it is a live situation that any BDA applicant should understand before treating an allotment letter as a definite plot.
The Arkavathy Layout parallel
Arkavathy Layout (Amruthahalli–Yelahanka corridor, 2003 notification) went through the same kind of extended litigation. Many Arkavathy allottees also waited a decade or more for full possession. BDA has since become more cautious with new layout notifications, and the current guidance in scheme documents is that BDA will only allot sites on land where the acquisition is legally clean.
If you are applying to a BDA scheme, checking the land acquisition status of the specific sector-and-block being allotted is more important than checking the price.
Domicile and priority
BDA site allotment is prioritised for Karnataka domicile applicants, with a specific reservation for BDA employees, state government employees, freedom fighters' families, and defence personnel. There is also a bhoomiheena (landless) category with reserved slots. Applicants who are not Karnataka-domicile can still apply in the open category but rank lower in the lottery.
The domicile requirement is proved through the Karnataka Nada Karyalaya nativity certificate or, alternately, through 15+ years of continuous residence proof. Applicants who moved to Bengaluru for a job 6-8 years ago and applied without checking the domicile documentation are a recurring source of rejected applications.
Payment and construction — the two clocks
BDA's payment schedule after allotment is strict. An initial deposit (usually 10-15% of the site cost) is due within 30-60 days of the allotment letter, and the balance in tranches. If a payment tranche is missed, BDA charges interest on the delayed amount — and after a specified default period, the allotment can be cancelled.
The other clock is construction. BDA sites carry a five-year construction rule: you are required to complete construction within five years of taking possession, or face a periodic extension fee. Applicants who buy a BDA site as pure investment should factor in the accumulated extension fees over 10+ years — the effective site cost at eventual resale can be materially higher than the allotment price.
Where BDA sites fit in Bengaluru's housing options
For a Bengaluru buyer, the choice is roughly between a BDA site (cheapest formal-title path, but with wait time and construction obligation), a private-developer plot in a BMRDA-approved layout (higher price, faster possession, similar formal-title comfort), or a built flat from a private builder (highest price, fastest move-in, apartment-owner-society management overhead).
