A Practical Guide to HMDA

The Hyderabad Metropolitan Development Authority — HMDA — was constituted in 2008 by consolidating the older Hyderabad Urban Development Authority (HUDA), Cyberabad Development Authority, Buddha Poornima Project Authority and Hyderabad Airport Development Authority into a single body. Today HMDA plans, regulates and develops the 7,228 square kilometres of the Hyderabad Metropolitan Region — one of the largest urban planning jurisdictions of any Indian metro. For a Hyderabad homebuyer, HMDA is the authority that shapes what "planned" and "unplanned" mean on the resale market.

What HMDA actually releases

Unlike DDA or MHADA, HMDA does not run frequent bulk lotteries for finished flats. HMDA's primary housing-related output is residential plot layouts in the outer growth corridors — Uppal, Kompally, Kollur, Adibatla, Tellapur — released as periodic plot allotment schemes. Each scheme typically offers a few hundred plots at HMDA's fixed rate, with size categories from 200 square yards up to 1,000 square yards. The most recent HMDA plot layout schemes have been priced at ₹35,000–₹55,000 per square yard depending on the corridor, well below the private-market rate for equivalent regularised layouts in the same locations.

The other important HMDA function is layout regularisation — HUDA's older LRS (Layout Regularization Scheme) work is now handled under HMDA's building and layout regulations. This affects tens of thousands of resale buyers who acquire plots in "unauthorised" older layouts and need HMDA regularisation to build.

The LRS problem — what "unapproved layout" really means

If you are buying a resale plot in Hyderabad outside the HMDA-notified corridor, the single most important question is whether the layout is HMDA-approved, HUDA-legacy-approved, or unapproved. Unapproved layouts — where the developer sold plots without HMDA's layout sanction — cannot be built on legally, and the building permission will be denied unless the layout is regularised.

Telangana has periodically opened LRS windows — the last major one in 2020 — that allowed unapproved layout residents to pay a per-square-yard regularisation fee and receive a layout approval retroactively. The current LRS status changes with each state government's policy, so any Hyderabad plot buyer needs to check whether the layout has been regularised, whether an LRS application is pending, and what the payable fee would be if a new LRS window opens.

Where HMDA plot schemes actually go

Location matters differently for HMDA plots than for DDA flats. The HMDA-notified corridors — Kollur, Tellapur, Mokila, Nallagandla, Adibatla, Kompally, Uppal, Ghatkesar — are the ones where HMDA has full layout approval and the water/road/sewerage infrastructure is being built out. Plots in these corridors appreciate faster because the paperwork risk is zero and building permissions are straightforward.

Corridors that are further out from ORR (Outer Ring Road) — Yadadri, Shamirpet, Shankarpalli beyond phase 2 — are being planned into HMDA's future master plan but are not yet fully covered by finished infrastructure. Plots here are cheaper but the effective build-and-move-in timeline is longer.

The document trap: fee payments and possession

HMDA's application is online and asks for PAN, Aadhaar, address proof, and a bank account for the refund. The payment schedule is where reader problems most often start. Winners of a plot allotment must pay a substantial initial deposit within 30 days of the allotment letter, and the balance in tranches over 6-12 months as construction of layout infrastructure progresses. Buyers who did not plan for the initial deposit — often 25% of the plot cost — end up letting the allotment lapse and forfeiting the earnest money.

The other common paperwork issue is plot demarcation on the ground. Once the layout infrastructure is completed, HMDA hands over physical possession — but the on-site demarcation stakes are sometimes disturbed by neighbouring construction or by unauthorised occupation. Getting a written possession letter and physically walking the plot with an HMDA officer before you start building is not optional; it is what prevents years of boundary litigation later.

Where HMDA fits versus private layouts

The honest comparison for a Hyderabad buyer: HMDA plots come with layout approval baked in, but the wait for possession can be 12-24 months and the corridor may take another few years to develop civic amenities. Private-developer plots in the same corridors are ready-to-build but cost 30-60% more and carry the LRS risk if the layout is not HMDA-approved.
