Why Haryana Pays Farmers to STOP Growing Paddy
Haryana's water table has been falling by roughly 1 meter per year in the paddy-growing districts of Karnal, Kurukshetra, Ambala, Kaithal and Jind — one of the fastest groundwater depletion rates in northern India. Paddy is a water-intensive crop; a single acre of paddy consumes roughly 4,000 cubic meters of water over a season, most of it pumped from tube wells that dip further into the aquifer each year. The Mera Pani Meri Virasat scheme was launched in 2020 as a specific incentive to reverse this — the state government pays farmers ₹7,000 per acre to shift from paddy to maize, cotton, pulses, bajra, sunflower, or horticulture crops in the Kharif season. Over 1 lakh acres have been shifted under the scheme since launch, reducing groundwater draw by an estimated 400 million cubic meters annually.
How the Verification Actually Works
The ₹7,000 per acre is not paid on registration alone — it is paid after physical verification that the paddy plot has actually been replaced with the alternative crop. Agriculture Department officers do a two-stage inspection: first at the sowing stage (typically June-July for Kharif), and second at the vegetative growth stage (August-September). Both inspections must confirm that no paddy was planted on the registered plot. Satellite-imagery cross-verification is used to catch fraudulent registrations. If verification fails at either stage, the incentive is not disbursed and repeat applications from the same khasra number face additional scrutiny.
Which Alternative Crops Are Most Practically Viable
- Maize — the closest substitute for paddy in production system. Kharif maize matures in 90-100 days, uses 40% less water, and MSP-based procurement is available through NAFED at Karnal and Kurukshetra mandis.
- Cotton — high-value alternative, but requires specific soil and market infrastructure. Well suited to Sirsa, Fatehabad and southern Haryana districts.
- Pulses (moong, arhar) — improve soil nitrogen through natural fixation, water requirement 30-40% of paddy. State also offers a nominal MSP top-up.
- Bajra — best suited to less-fertile land where paddy yields were already marginal.
- Horticulture (mango, guava, kinnow, vegetables) — highest per-acre income potential but requires 2-3 year establishment period.
The Parivar Pehchan Patra Requirement
Registration requires a valid Haryana Parivar Pehchan Patra (PPP) Family ID linked to the applicant's Aadhaar. Farmers whose PPP is outdated (family income figures wrong, plot khasra not linked to family) need to correct the PPP at their Sewa Kendra BEFORE registering for Mera Pani Meri Virasat. This is a common cause of application rejection that happens weeks after submission.
