Why MP Runs a Free Cycle Scheme for Construction Workers
Madhya Pradesh's construction workforce — around 25 lakh registered BOCW workers — is heavily concentrated in the state's urbanising cities (Indore, Bhopal, Jabalpur, Gwalior) but the workers themselves largely live in nearby villages and peri-urban settlements. The daily commute from the settlement to the construction site is often 8-15 km, and public transport in these routes is unreliable or non-existent. The MP Sarkari Cycle Kray Yojana was launched by the state BOCW Welfare Board in 2019 specifically to address this last-mile transport problem for construction labour. The ₹4,500 subsidy is calibrated to cover the cost of a standard non-geared adult bicycle from any of the state's empanelled dealers, plus a small margin for basic accessories (bell, carrier, mudguards).
The 5-Year Rule and What Counts as Prior Benefit
The scheme is a once-in-5-years benefit — a worker who received a cycle subsidy in 2021 cannot claim again before 2026. The system checks eligibility against the worker's BOCW ID, and duplicate claims are auto-rejected. There is a related nuance: if a spouse is separately BOCW-registered and receives their own cycle subsidy, that does NOT count against the primary worker's eligibility — each individual BOCW registration is treated separately.
The Receipt Requirement — the Real Documentation Trap
The subsidy is disbursed as reimbursement AFTER cycle purchase, not upfront. This means the worker must first pay for the cycle themselves (₹4,000-4,500 from savings or an interest-free bridge from the dealer) and then upload the purchase receipt with the application. The receipt must be from a GST-registered dealer, must show the buyer's name matching the BOCW registration, and must specify a bicycle (not a spare-parts receipt or a repair invoice). Unregistered village cycle shops issue only handwritten receipts that the system does not accept — plan the purchase from an urban dealer trip if possible.
