E-Shram in Context — India's Biggest Attempt at Formalising Unorganised Labour

The E-Shram portal, launched in August 2021 by the Ministry of Labour & Employment, is the largest single database of unorganised workers ever compiled in India. Over 30 crore workers registered by 2025 — more than 90% of India's unorganised workforce, spanning street vendors, construction labourers, domestic workers, farm labour, migrant workers, gig economy delivery agents, ASHA and Anganwadi workers, home-based workers, and many others. The Universal Account Number (UAN) assigned on registration is designed to become a portable social-security identifier that follows a worker across jobs, states and life stages — an ambitious concept still under buildout as of 2026.

What E-Shram Actually Delivers Today vs What Is Promised

Understanding the gap between the marketing and the reality matters. What E-Shram delivers today (2026):

  • ₹2 lakh accidental death insurance and ₹1 lakh partial disability insurance under the PM Suraksha Bima Yojana, free for the first year (subsequent years require ₹20 annual renewal via the linked bank account)
  • Priority listing when applying to PMAY, PM Ujjwala, Ayushman Bharat, PM-Kisan, PM Vishwakarma, PM SVANidhi, and about 6 other central schemes
  • The consolidated database is used by state governments during welfare drives (like migrant worker rehabilitation, disaster relief cash disbursements) — E-Shram registered workers get faster inclusion

What is still promised but not yet delivered:

  • Universal social-security pension for E-Shram workers — announced but budget not allocated
  • Free health cover top-up above Ayushman Bharat — announced, in pilot stage
  • Unemployment allowance for E-Shram registered workers — announced but not operationalised

The Aadhaar-Linked Mobile Requirement Trip Point

The single most common reason unorganised workers cannot self-register is the Aadhaar-linked mobile requirement. Many rural and migrant workers have Aadhaar cards but no mobile number linked to Aadhaar. The fix: visit any bank branch, India Post Office, or UIDAI Aadhaar Seva Kendra with the Aadhaar card and a mobile number — linking takes 10 minutes and is free. Alternatively, register through a Common Service Centre (CSC) using biometric authentication — the CSC operator captures the fingerprint directly from UIDAI's database, no mobile OTP needed.

How the Universal Account Number (UAN) Is Used in Practice

The 12-digit UAN generated at registration is the reference number for all future E-Shram interactions. Save it — take a screenshot, note it on paper, WhatsApp it to yourself. When applying to any of the 12+ linked government schemes, entering the E-Shram UAN pre-populates your basic profile and marks you as an unorganised-sector worker, unlocking the priority listing. Without the UAN, you re-enter all details manually.
