Why UP Runs Its Own Awas Yojana Alongside PMAY-G

Uttar Pradesh has the largest rural population of any Indian state — over 15 crore people, roughly 3 crore rural households — and PMAY-G alone has never been sized to cover the full state need. The central PMAY-G scheme uses the 2011 SECC survey as its base beneficiary list, and a large section of genuinely poor UP households were left out of that survey either because of enumeration errors or because they were categorised as marginal but not "houseless." The Mukhyamantri Awas Yojana was created specifically to reach these gap households — families who are visibly kachcha-house dwellers but whose 2011 SECC entry does not qualify them for PMAY-G.

The Installment Structure You Need to Plan For

The ₹1.20 lakh state assistance is not paid as a single lump sum. It arrives in three installments tied to construction milestones: the first tranche of ₹40,000 lands after the plot is verified and foundation work begins, the second tranche of ₹50,000 after lintel-level construction is inspected by the Panchayat Sachiv, and the final ₹30,000 after roofing is complete. Between the first two tranches, most families need to bridge with their own savings or a small MNREGA-wage top-up (the scheme allows 90 days of MNREGA labour on your own house). Plan the construction sequence so that verification-ready milestones align with the tranche cycle — many families delay lintel work waiting for the second tranche, which just extends the whole build by months.

The Common Rejection Reasons Nobody Warns You About

  • Land title in the wrong family member's name. The scheme requires the plot to be in the applicant's name (or joint with spouse). If the family plot is in a father-in-law's name and he has not transferred title, the application stalls at the Panchayat Sachiv verification stage.
  • Existing kutcha structure not documented. The application requires geo-tagged photos of the existing kutcha house at multiple angles. Many applicants send only one blurry photo — the Block Development Officer rejects and asks for resubmission, which typically adds 2-3 months.
  • Bank account not Aadhaar-linked at the time of application. This is the single most common reason the first tranche gets held up even after sanction. Verify the linking at the branch before you file.
  • MNREGA job card in a different family member's name. The 90-day MNREGA-wage entitlement flows through the applicant's own job card — if the job card is in the son's name and the applicant is the father, the wages go to the son, not into the construction budget.

Where to Track Status and File Grievances

Application status can be tracked on pmayg.nic.in (the central portal, which also shows CM Awas approvals) using the beneficiary ID or Aadhaar number. For UP-specific grievances (delayed sanction, missing installment, Panchayat Sachiv not responding), the escalation route is the Jansunwai Samadhan portal at jansunwai.up.gov.in — file the complaint online with the beneficiary ID, and the BDO gets a system-generated escalation notice with a 30-day response window. This is more effective than calling the block office.
