The scheme is administered directly by the state Finance Department (not routed through a welfare board), which is unusual for an Indian welfare cash-transfer and reflects the political weight the state government places on the scheme. Payments go through direct DBT to Aadhaar-linked bank accounts, arriving typically within the first week of each month.

The Duare Sarkar Model — Why Application Happens at Camps, Not Online

Unlike most state welfare schemes that push applicants toward an online portal, Lakshmir Bhandar was designed around Duare Sarkar camps — quarterly government-service camps held at every gram panchayat and municipal ward. The choice was deliberate: many eligible women in rural WB do not have their own smartphone or bank account, and the camp model brings the enrolment (bank account opening, Aadhaar seeding, application filing) to them in a single visit. If you missed the last Duare Sarkar cycle, the fallback is filing at the local BDO/SDO office, but the camp-based route has faster verification because the panchayat pradhan is present on the same day to endorse residence.

Common Application Rejections and How to Avoid Them

• Family has an income-tax filer. The scheme excludes any family where a member has filed income tax in the last 3 years. Verify the family's IT status before applying — even a small business ITR filed years ago can trigger auto-rejection.
• Family has a government job or pension. If any household member draws a government salary or pension, the woman is ineligible. This includes state and central government, PSU employment, and pensioners.
• Missing Swasthya Sathi card. The state's health insurance card is mandatory for Lakshmir Bhandar eligibility. Get the Swasthya Sathi card first (also at Duare Sarkar), then apply for Lakshmir Bhandar.
• Age above 60 or below 25. The window is strict. Women turning 60 continue to receive Lakshmir Bhandar OR the state old-age pension — not both.
• Bank account not in the woman's own name. This is a woman's-empowerment scheme; the money must land in her account, not a joint or spouse-only account.

What Happens When Payment Stops — The Grievance Route

Payment stoppage most commonly happens because of Aadhaar-bank linking breakage (often after a bank merger changes the beneficiary's IFSC code), a lapsed Swasthya Sathi renewal, or an incorrect NPCI mapping. The specific escalation route is the Sahayata Kendra at the local Block Development Office — visit in person with the Aadhaar card, current bank passbook, and the Lakshmir Bhandar beneficiary ID. Digital grievance filing works but is slower. If the issue involves Aadhaar-bank linking, resolution at the bank branch (not at the BDO) is often necessary first.
