কন্যাশ্রী প্রকল্প পশ্চিমবঙ্গ সরকারের পুরস্কারপ্রাপ্ত বালিকা কল্যাণ প্রকল্প যা ২০১৩ সালে শুরু হয়েছে এবং জাতিসংঘের পাবলিক সার্ভিস অ্যাওয়ার্ড জিতেছে।

Kanyashree Prakalpa — India's UN-Awarded Girl-Child Scheme

West Bengal's Kanyashree Prakalpa, launched in 2013, is the only Indian state government scheme to have won the United Nations Public Service Award (in 2017, awarded at The Hague). The UN citation specifically recognised the scheme's measurable impact on female school retention past Class 10 and its role in delaying early marriage. As of 2025, over 80 lakh girls have received Kanyashree benefits, and West Bengal's under-18 marriage rate has fallen from 47% (2013 baseline) to 33% — an 14-point decline that most state welfare officials attribute in significant part to the scheme's design.

Why the K1-K2 Two-Stage Design Works

The genius of Kanyashree is that it is not one lump-sum payment but a two-stage design tied to milestone behaviours:

• K1 (₹1,000 per year) — small annual payment from age 13 to 18, keeping a girl enrolled in Class 8-12. The amount is small, but the annual arrival is a reminder to the family that continued schooling has a cash reward.
• K2 (₹25,000 one-time) — much larger payment at age 18, conditional on the girl being unmarried AND enrolled in higher education. This is the anti-child-marriage financial incentive. A family that marries the girl before 18 loses the ₹25,000 — a substantial amount in rural West Bengal that has measurably shifted decisions in the age-16-to-18 bracket.

Common Application Rejection Reasons

• K1 application filed after age 18 — K1 must be applied for BEFORE the girl turns 18. If she has already crossed 18, only K2 is available (assuming unmarried and enrolled in higher education).
• Family income above ₹1.2 lakh for K1 — K1 is means-tested. Verify the family income at the current-year certificate before applying.
• Aadhaar-linked bank account in wrong name — the account must be in the girl's own name. Joint accounts with parents work; parent-only accounts do not.
• School bonafide missing or outdated — the school principal's endorsement is required each year for K1 renewal.
